In June 2006, García—a member of the American Revolutionary People’s Alliance (APRA)—won Peru’s presidential election in a run-off against nationalist Ollanta Humala of the Union for Peru (UP). In July, García officially took over as president. He had previously served as Peru’s head of state from 1985 to 1990, when he oversaw a major economic crisis.

In late May, Peruvian finance minister Luis Carranza revealed that the country’s Gross Domestic Product (GDP) could grow to as much as $6,000 U.S. per capita by 2011, and declared: "To understand the magnitude of this growth we must imagine what would happen if counting on our expenses, and with our consumption patterns, our salary were tripled in a short time period."
