French Review Causes of Street Violence

(Angus Reid Global Scan) - Many adults in France believe family values are partly to blame for the recent civil unrest in specific suburbs, according to a poll by CSA published in La Croix. 69 per cent of respondents think lack of control on the part of parents may have led to the episodes of street violence.

The riots broke out in the Paris suburb of Clichy-sous-Bois on Oct. 27, after the death of two teenagers who allegedly were being pursued by police officers. In more than two weeks of violence—which has spread to 19 French provinces—more than 7,000 vehicles have been torched, 2,000 people have been arrested, and one person has died.

Unemployment, poverty and lack of opportunities are next on the list of possible reasons with 55 per cent, followed by the remarks made by interior minister Nicolas Sarkozy—who referred to the alleged troublemakers as "scum"—with 29 per cent, and the influence of television with 24 per cent.

On Nov. 8, French president Jacques Chirac authorized a state of emergency. Sarkozy declared, "For a period of 12 days, searches will be possible every time we suspect possession of weapons (in order to) systematically apprehend troublemakers and systematically prevent a spread of violence."

French prime minister Dominique de Villepin introduced proposals to restore financing for organizations that provide housing and educational assistance in the suburbs, and to allow people to have access to work training programs at the age of 14, instead of 16.

Earlier this month, France 1 news director Jean-Claude Dassier acknowledged that the television station has opted to tone down the coverage of the riots for fear of encouraging support for extreme right-wing parties. The public-run France 3 network has ceased to divulge the number of destroyed vehicles.
