On Mar. 17, British chancellor of the exchequer Gordon Brown presented the government's annual budget, which calls for funding boosts in the areas of education, transport and health. The government merged two departments and invested in new technology, measures meant to save around $36 billion U.S. a year.

Conservative leader Michael Howard criticized the tabled document, claiming it would "go down in history as the borrow now, tax later budget."
