High Support for Election Reform in Peru
(Angus Reid Global Scan) - Many Peruvian adults are in favour of specific changes to the country's electoral regulations, according to a poll by Apoyo, Opinión y Mercado. More than 90 per cent of respondents in Metropolitan Lima believe prospective candidates must disclose their criminal record, present a résumé, and face prosecution if warranted after their election.
On Jul. 1, Peru's National Electoral Jury (JNE) announced that members of the military and law enforcement officers would be allowed to vote—but not to run as candidates—in the next general election, scheduled for Apr. 6, 2006. 75 per cent of respondents believe it would be best to elect the legislative branch on the same day of the presidential election's second round, as opposed to the first round.
Current president Alejandro Toledo was elected in a run-off in June 2001, and cannot seek a consecutive term. Recent voting intention polls suggest a close race between Lourdes Flores Nano of the Popular Christian Party (PPC), former president Alan García of the American Revolutionary People's Alliance (APRA), and former head of state Valentín Paniagua of Popular Action (AP). 75 per cent of respondents believe elected members who leave their party must withdraw from the Congress of the Republic altogether, and be substituted by a member of the same political organization.
Former president Alberto Fujimori—who is currently living in Japan—has expressed interest in becoming a candidate once again. Fujimori administered the government from 1990 to 2000, but cannot seek office until 2010 because of a congressional decision.
