In May 2007, Sarkozy, candidate for the centre-right Union for a Popular Movement (UMP) and former interior minister, won the presidential run-off with 53.06 per cent of the vote. Sarkozy appointed François Fillon—who had been his adviser and presidential campaign leader—as prime minister.
On Apr. 29, Sarkozy unveiled his plans to improve mobility and reinvigorate the areas surrounding Paris. If approved by the legislature this fall, the French president’s "Grand Paris" plan would cost billions of dollars and take about one decade to be completed. Sarkozy explained that his main goal is to re-connect the suburbs with the Parisian core, saying, "We need a change in our philosophy of urbanization. (…) What I’m proposing is certainly ambitious and difficult. It’s about preparing for the future."
