The administration was marred by controversy last month, as a television program released the audiotape of a conversation between Toledo and one of his advisors. In the aired discussion, the president hinted at canceling a trip to Arequipa, as a response to criticism from local politician David Vera Ballon.
Toledo met this week with Spanish president Jose Maria Aznar, in an effort to establish a free trade agreement between Peru and the European Union (EU).
