Current first vice-president and government speaker Mariano Rajoy has been appointed as the new PP leader. The PSOE will counter with Jose Luis R. Zapatero in the election, tentatively scheduled for March 2004.

Neither of the two leading parties appears to garner enough support to earn a majority in the Spanish congress. In a closely contested election, alliances with regional parties in Catalonia and the Basque Country would prove crucial to form a government.

The poll was conducted before seven Spanish agents overseeing security efforts in Iraq were killed in an ambush in the town of Latifiya.
