Lagos recently agreed to assist Bolivia in its quest to export natural gas. Bolivia lost its only sea access in the 1879 war against Chile, a matter that is still a source of diplomatic tension between the two South American nations.
The proposed sale of natural gas provoked several violent protests in Bolivia that led to the resignation of president Gonzalo S¡nchez de Lozada in October. Current head of state Carlos Mesa has vowed to continue with the plan.
