On Feb. 24, United States president George W. Bush asked the U.S. Congress to enact an amendment that would define marriage as the union between a man and a woman. Marriage certificates have been issued to same-sex couples in the states of California, Oregon, New Mexico and New York.

The proposed Wisconsin amendment defines marriage as being between one man and one woman, and bans civil unions for gay and lesbian partners, which are currently available only in the state of Vermont. Support for the changes grows by 13 per cent, if the topic of civil unions were left out.
