In the December 2003 legislative ballot, United Russia—a new name for the Inter-Regional Movement of the Russian Federation—received 37.6 per cent of the vote and secured 222 members in the 450-seat lower house. United Russia openly supports Vladimir Putin, who was elected to a second term as president in March 2004.
The next election to the State Duma is scheduled for Dec. 2. For the first time, all 450 lawmakers will be chosen through party-list proportional representation, with a seven per cent threshold.
Last month, Yabloko leader Grigory Yavlinsky expressed dismay at the current state of Russia’s broadcast media, saying, “We are very worried, unhappy about, and are protesting against lies on television; vulgarity on television; lack of professionalism on television; political censorship on television. We consider this to be very dangerous for the future of our country.”
