Last month, federal immigration minister Joe Volpe held meetings with his counterparts from every province and territory to “establish a more stable co-operation and create a shared procedure for decisions on how many immigrants to admit but also on their socio-economic characteristics.”

Foreign-born residents account for almost 18 per cent of Canada’s total population of 32 million people. 69 per cent of respondents believe Canada should persuade immigrants to integrate and become part of the Canadian culture, while 20 per cent support encouraging them to maintain their identity and culture.
